The President is elected at the absolute majority of the elected members of the Board of Administration among the professor-researchers, researchers, associates or guests, or any other equivalent personnel, of whatever nationality.

The 4-year mandate is renewable once. He has authority over the whole university personnel. Apart from the first nomination of agrégé personnel recruited by competitive examination for Higher Education, he has a right of veto on nominations.

He may delegate his signature to the members of the Bureau, to A-category agents under his authority and to laboratory Directors.
